1. Background
- Information on the Mandating Organisation: Frieda
Frieda – the Feminist Peace Organisation is working towards gender equality, the empowerment of women and participation of women. We are independent of political and religious affiliation and oriented towards a vision of a good life for every human being, regardless of gender, ethnic background and religion. Frieda’s engagement in South-Eastern Europe goes back to 1996 and remained ever since a key element in the international cooperation program of the organisation. Frieda cooperates with local NGOs, mostly local women’s organisations, human right’s organisations, organisations engaged in inclusive economic development and other NGOs with gender-sensitive approaches. Frieda engages in the following sectors: prevention of sexual and gender-based violence (SGBV), income generation and social and political inclusion.
1.2. Information on the Implementing Partner Organisation: Budućnost
Association of Citizens “Budućnost” is a non-governmental organisation founded in 1996 and for 28 years has been working with the aim of building civil society and developing civil self- awareness, human and social rights, political culture and tolerance, with special emphasis on women’s human rights. Its headquarters are in Modriča, and it operates throughout BiH. The work of the association is organised through 3 segments: 1) Safe house for women and children victims of gender-based violence – in 2000 we founded the Safe House in Modriča, the first in the Republic of Srpska; 2) Men’s Centre for Work with Perpetrators of Violence (2010), the first men’s centre in RS but also in BiH; 3) Resource centre (psychological and legal counselling, continuous development of cooperation with the institutions at all levels, advocating policy changes.
The general goal of the project “Young people building the future – Pilot Project” is to improve the quality of life of children and young people by questioning harmful gender and social norms and showing them ways to deal with possible challenges in a positive and non-violent way. The pilot educational program “Healthy Growing Up” will deal with various topics that help recognize gender roles and stereotypes, stress, trauma and hidden stressors in an acceptable way for children. Children and students from I-IV grades of primary schools are included in this educational program. Further, children from vulnerable categories will be participants of the so-called Corner for children, a space where children are supported to reduce vulnerability and gain self- confidence. In cooperation with high schools, high school students who show an interest in being socially engaged were mobilized as volunteers to implement various initiatives in the community.
1.4. Project Outcomes and Outputs
Outcome 1: An improved environment for the healthy growth of children in accordance
with their developmental needs and rights

2. Objectives and Scope of the Gender Analysis
The general objective of the project-based gender analysis is to establish a sound assessment of the pilot project and a baseline for the new project and to ensure that the interventions target the different needs of women, men, girls and boys while ensuring equal opportunities.
The analysis intends to reflect on how the gendered norms and roles which are predominant in the project area have affected our pilot project outcomes and how, on the other hand, the design of the outcomes affect the project participants. The analysis will come up with respective recommendations as a basis for the design of future project interventions.
2.1. Specific Objectives of the Gender Analysis
The specific objectives of the project-based gender analysis are:
a) Conduct a Project-Based Gender Analysis
- Select the relevant priority core areas from Frieda’s Gender Analysis Manual and analyze them according to a personal, structural and relational dimension.
- Explore the gender inequalities and obstacles related to gender roles and its implications for boys and girls, their parents and young women and boys in the project area;
- Explore the services that are available to support at institutional level (educational materials, psychosocial support, teacher training) a healthy growing up of boys and girls, and young women and boys in the project area;
- Explore initiatives that exist to support engagement of volunteers, specific interest of men and women and policies that support their involvement;
- Analyze practical needs and strategic interest and policies that exist to promote gender equality and peace.
b) Provide Concrete Recommendations for the Design of Future Project Interventions
- Define what changes need to be envisioned to address the identified inequalities and obstacles in the selected priority areas.
- Define the possible contribution of the project (project goal) to achieve these changes.
- Assess and define necessary adaptations for the future project design, including potential expansion.
3. Conclusions and Recommendations
Preliminary findings (i.e. draft report) will be presented and discussed in a feedback workshop with Frieda and Buducnost prior to the final report preparation.
Based on the findings, the consultant will formulate concrete recommendations for the design of the future project interventions.
The consultant will be responsible for the feedback workshop and shall incorporate the results and comments of the workshop into the final report.
4. Methodological Aspects
- Data Collection
The methodology to be applied shall be based on the Frieda Gender-Analysis Manual 2019 (attachment 1) and include (desk) study of secondary sources as well as participatory data collection methods, including quantitative and qualitative methods. The gender analysis should apply an intersectional approach in collecting gender sensitive information. The consultant will
propose a first methodological approach as a part of his/her offer. The detailed methodology will be finalized in collaboration with Buducnost and Frieda staff.
4.2 Gender Analysis Report
- Submission of draft report in English to Frieda and Buducnost
- Realization of Feedback Workshop in English with Frieda and Buducnost
- Preparation of final report, including an executive summary in English and one of the constituent languages of BiH, incorporating results from the Feedback Workshop
4.3 Dissemination of the Research Results
- Presentation of final report findings to involved stakeholders (see target group).
5. Target Group
The participants in this study include:
- Director and project staff members of Buducnost
- External partners/stakeholders such as municipal authorities, representatives of schools, kindergarten, volunteers and families of participants, etc.
- Targeted participants of the project (volunteers, schools students, etc.)
- Frieda Program Coordinator and Local Coordinator

The gender analyses should be focused on the location where the project has been carried out: Modrica.

- Time Schedule for Evaluator
The total duration of the evaluation will be up to 16 days within the period of two (2) months, including the following steps:
Preparation of Inception Report:
- Analysis of project documents, project progress reports and other relevant project-related materials;
- Designing the detailed scope, key questions and methodology of the gender analysis (including developing the instruments for data collection and analysis);
- Submission of the draft inception report outlining the methodology (as above) and main focus areas for the analysis.
- Incorporating feedback and comments from Frieda, Buducnost partners and project participants on the methodology
Data Collection:
- Conducting interviews and meetings with project participants (individuals and groups) and other relevant stakeholders
- Quantitative data collection
Analysis and Elaboration of the Draft Report:
- Data Analysis
- Additional desk review
- Completion of the draft report

9. Reporting
The output will be the Gender Analysis Report in English, including an Executive Summary in English and one of the constituent languages of BiH.
The different products comprise:
- Inception report
- Draft report to be discussed in the feedback workshop
- The final report of the assessment will contain an executive summary in two languages, analysis, findings, conclusions and recommendations. The report will also incorporate the
results of the feedback workshop. The report should not exceed 20 pages (excluding the annexes related to the data collection methods and instruments developed).
10. Required Qualification for the Consultant
- University Degree in Social, Gender, Human Rights Studies or any related field
- Proven experience in gender-sensitive programming, implementation and evaluation of development programs and projects
- Proven experience in children’s rights, engagement of youth, gender-based discrimination in Bosnia-Herzegovina
- Understanding of the specifics of the current context, its challenges and the dynamics of political, economic and social requirements for healthy growing up of girls and boys, young men and women;
- Excellent social scientific methodological data collection skills (qualitative and quantitative)
- Excellent analytical skills
- Excellent English writing skills
- Working level of English and one of the constituent languages of BiH required
- Availability to travel to project sites
