Canada Fund for Local Initiatives (CFLI) Coordinator Deadline for applications: June 4, 2024
The Embassy of Canada in Hungary, with concurrent accreditation to Bosnia and Herzegovina, is pleased to issue this call for proposals for a contractor opportunity to provide services as a Coordinator for the Canada Fund for Local Initiatives (CFLI) in Bosnia and Herzegovina (BiH). The successful contractor will assist with the administration of the CFLI program for the 2024-2025 funding cycle (until May 2025), with a possibility of up to four (4) additional one-year extensions, subject to satisfactory performance.
The Canada Fund for Local Initiatives The CFLI is a program designed to support small-scale, high-impact projects in developing countries, which align with Global Affairs Canada’s thematic priority areas for engagement. The program is directed at projects conceived and designed predominantly by local partners. Projects are selected and approved by the relevant Canadian embassy or high commission. The CFLI also serves to support positive bilateral relations between Canada and recipient countries and their civil societies, by deepening contacts and supporting local endeavours. The average CFLI contribution is CAD 15,000 to CAD 50,000 (approximately BAM 19,917 to 66,391), with a maximum allowable contribution of CAD 100,000 (approximately BAM 132,764) is the maximum allocation amount for a project eligible under CFLI. The Embassy of Canada in Hungary administers the CFLI for BiH.
General mandate The CFLI Coordinator is responsible for carrying out administrative tasks related to the successful management of the CFLI in accordance with program guidelines. This includes assisting with project identification, feasibility studies, project monitoring, and maintenance of files for CFLI projects (including visits to appropriate groups and clients), preparing appropriate CFLI approval documents and reports, and undertaking related financial and administrative tasks under the direction of the Foreign Policy and Diplomacy Service (FPDS) Program Manager (Counsellor for Political and Public Affairs). The Coordinator must plan, implement, and administer effective systems and procedures in accordance with CFLI and Global Affairs Canada regulations, enabling the successful delivery of its goals and objectives.
Specific Mandate More specifically, the CFLI Coordinator is responsible for:
- Remaining familiar with CFLI program requirements and being well-informed on associated policies, practices and administrative systems;
- Adhering to the milestones and timelines for the administration of the CFLI program throughout the fiscal year and project cycle;
- Identifying local projects and partner organizations and agencies that could potentially benefit from the CFLI program;
- Drafting calls for project proposals and circulating them to potential project implementing organizations and agencies;
- Advising interested parties on CFLI specificities, as required;
- Screening and assessing project applications, according to pre-determined criteria, and providing recommendations for the consideration of the Embassy’s CFLI Committee;
- Assisting with the risk assessment for projects that are under consideration for funding;
- Preparing project approval documentation and a contribution agreement for each project;
- Assisting with the calculation and issuance of financial disbursements in accordance with project contribution agreements;
- Monitoring project progression and liaising with project points of contact during the implementation and reporting phases, including processing and auditing interim reports (if applicable);
- Promptly and proactively identifying any recipient project implementation issues as they arise, such as delays and capacity to implement project activities, or issues implementing programming in line with planned costs, to effectively recommend and implement mitigation strategies, in consultation with recipients and the Embassy.
- Organizing and attending workshops and conferences, and performing any other related duties as requested by the Project Authority.
- Working with the Embassy team to identify opportunities for advocacy and promotion of successful projects in order to raise Canada’s profile.
- Maintaining regular communication with the Embassy on project progression and any difficulties encountered or anticipated;
- Processing and auditing end-of-project reports;
- Drafting end-of-program or other program-related reports;
- Finalizing end-of-cycle administrative procedures in coordination with the Embassy;
- Preparing correspondence relating to the CFLI program;
- Maintaining related files and documents, assisting with archiving project and related documents; and
- Other tasks related to the CFLI, as required.
Mandatory Criteria
- Ability to communicate effectively in English
- Willingness to travel within BiH to monitor projects and meet stakeholder groups and partners
- A minimum of three years managing development or aid programs or projects involving international government or multilateral donors (e.g. UNDP, USAID, Swissaid, etc.)

- Excellent command of English language

Asset Criteria
- Completion of post-secondary education
- Knowledge of civil society and non-governmental organizations in BiH
- Knowledge of the local political context in BiH
- Experience with the implementation of the CFLI or other programs of the Government of Canada.
- Experience in managing programs or projects with international government or multilateral donors and of similar size and complexity as the CFLI
Contract The Government of Canada will sign a service contract with the successful applicant, who will be engaged as an independent contractor for the sole purpose of providing a service. Neither the contractor nor any of their personnel (if applicable) will be engaged by the contract as an employee, servant or agent of His Majesty. The contractor will be solely responsible for any and all mandatory payments and/or deductions, including those required for Social Security, Pension Plans, Employment Insurance, Workman’s Compensation or Income Tax. The Contractor will be paid on a monthly basis for work performed during the month, upon receipt of an invoice submitted at the end of every month indicating a summary of completed tasks. The maximum total value of the contract will be CAD 10,100 per year (if a start date for the for the first year of the contract occurs later than the anticipate launch of the project cycle, a pro-rated rate may be employed). Work is not expected to be full-time for the duration of the contract. Regional travel within BiH may be required for monitoring of CFLI projects. Travel for regional site visits within BiH will be reimbursed based on actual cost upon submission of an invoice after completion of the site visit.
Note The Canada Fund Coordinator will not be provided office space nor IT or other equipment related to the undertaking this work. The contract fee is intended to cover labour costs and all materials used in the provision of services, including, but not limited to, internet, telephone and office expenses. Travel costs related to project monitoring will be reimbursed in addition to the contractual fee.

Le programme vise des projets conçus et élaborés principalement par des partenaires locaux. Les projets sont sélectionnés et approuvés par l’ambassade ou le haut-commissariat du Canada concerné. Le FCIL sert également à appuyer les relations bilatérales entre le Canada et les pays bénéficiaires et leurs sociétés civiles, en renforçant les contacts et en appuyant les initiatives locales. La contribution moyenne du FCIL est de 15 000 CAN à 50 000 CAN (environ 19 917 BAM à 66 391 BAM). $100 000 CAN (environ 132 764 BAM) est le montant maximal admissible en vertu du FCIL. L'ambassade du Canada en Hongrie administre le FCIL pour la Bosnie-Herzégovine.
Mandat général Le coordonnateur.rice du FCIL est responsable de l'exécution des tâches administratives liées à la gestion efficace du FCIL, conformément aux lignes directrices du programme. - Se tenir au courant des exigences du programme FCIL et être bien informé des politiques, pratiques et systèmes administratifs pertinents;
- Respecter les jalons et les échéanciers de l'administration du programme FCIL tout au long de l'année financière et du cycle de projet;
- Identifier les projets locaux et les organisations et agences partenaires susceptibles de bénéficier du programme FCIL;
- Rédiger des appels à propositions de projets et les distribuer aux organisations et agences de mise en œuvre de projets potentiels;
- Conseiller les parties intéressées sur les particularités du FCIL, au besoin.
- Examiner et évaluer les demandes de projets, selon des critères préétablis, et formuler des recommandations à l'intention du Comité FCIL de l'ambassade;
- Contribuer à l'évaluation des risques pour les projets soumis pour financement;
- Préparer la documentation d'approbation de projet et les accords de contribution pour chaque projet;
- Aider au calcul des dépenses à effectuer et faire les paiements nécessaires conformément aux accords de contribution de chaque projet;
- Surveiller la progression du projet et assurer la liaison avec le point de contact du projet pendant les phases de mise en œuvre et de rapport, y compris le traitement et la vérification des rapports provisoires (le cas échéant);
- Identifier rapidement et de manière proactive tout enjeu de mise en œuvre de projet, tels que ceux reliés aux retards, à la capacité opérationnelle, ou aux changements budgétaires, afin de recommander et appliquer efficacement des stratégies d'atténuation, en consultation avec les récipiendaires et l'ambassade;
- Organiser et assister à des ateliers et à des conférences, et effectuer toute autre tâche connexe demandée par l’ambassade;
- Travailler avec l'équipe de l'ambassade pour identifier les opportunités de promotion des intérêts et de communication publique afin de rehausser le profil du Canada;
- Maintenir une communication régulière avec l'ambassade sur la progression du projet et au sujet de toute difficulté rencontrée ou anticipée;
- Traitement et audit des rapports de fin de projet;
- Rédiger des rapports de fin de programme ou d'autres rapports liés au programme;
- Finaliser les procédures administratives de fin de cycle en coordination avec l'ambassade;
- Préparer la correspondance relative au programme FCIL;
- Maintenir les fichiers et documents connexes, aider à l'archivage du projet et des documents connexes; et
- Autres tâches liées au FCIL, au besoin. Critères obligatoires
- Capacité à communiquer de manière efficace en anglais
- Volonté de voyager en Bosnie-Herzégovine pour suivre des projets et rencontrer des groupes de parties prenantes et des partenaires
- Un minimum de trois ans d’expérience de gestion de projets ou programmes de développement ou d’aide internationale impliquant des donateurs internationaux (ex. UNDP, USAID, Swissaid, etc.)

- Capacité avérée à se concentrer sur la qualité et souci de détail
- Capacité à établir et maintenir des relations de travail efficaces et professionnelles avec les clients

Critères constituant un atout
- Achèvement de l'éducation postsecondaire
- Connaissance de la société civile et des organisations non gouvernementales en Bosnie-Herzégovine
- Connaissance du contexte politique local en Bosnie-Herzégovine
- Expérience de la mise en œuvre du FCIL ou d'autres programmes du Gouvernement du Canada
- Expérience dans la gestion des programmes ou des projets de développement ou d’aide internationale de taille et de complexité similaire au FCIL et impliquant des donateurs internationaux gouvernementaux ou multilatéraux
Contrat Le Gouvernement du Canada signera un contrat de service avec le candidat retenu, qui sera contracté en tant qu’entrepreneur indépendant dans le seul but de fournir un service. Ni l'entrepreneur, ni aucun membre de son personnel (le cas échéant) ne sera engagé par le contrat à titre d’employé, de préposé ou d'agent de Sa Majesté. L'entrepreneur sera seul responsable de tous les paiements et / ou déductions obligatoires, y compris ceux exigés pour la sécurité sociale, les régimes de retraite, l'assurance-emploi, la rémunération des travailleurs ou l'impôt sur le revenu. L'entrepreneur sera payé sur une base mensuelle pour le travail complété au cours du mois, sur réception d'une facture soumise à la fin de chaque mois, indiquant les détails des tâches complétées. La valeur totale maximale du contrat sera 10 100 dollars canadiens par an (si une date de départ dans la première année a lieu après le lancement anticipé du cycle annuel de projets, un taux au prorata peut être appliqué). La charge de travail n’est pas envisagée d’être à temps plein pendant la période du contrat. Il peut être requis de voyager sur le plan régional en Bosnie-Herzégovine pour la supervision et vérification de projets FCIL. Les coûts de voyage régionaux en Bosnie-Herzégovine seront remboursés sur la base de coûts réels sur facturation et soumission de pièces justificatives après le voyage. Note: Le coordonnateur.rice du Fonds canadien ne recevra pas d'espace de bureau ni de matériel informatique ou d'autre matériel lié à l'entreprise pour ce travail. Les frais contractuels sont destinés à couvrir les coûts de main-d'œuvre et tous les matériaux utilisés pour la prestation de services, y compris, mais sans s'y limiter, les dépenses Internet, téléphoniques et de bureau. Les frais de voyage liés au suivi du projet seront remboursés en plus des frais contractuels.
