Reports to: Deputy Regional Director Eastern Partnership and Balkans

About People in Need

People in Need (PIN) is a Czech-based international non-governmental organization (NGO) that has provided humanitarian and development assistance across more than 20 countries since 1992. Today, PIN stands as one of the largest organizations of its kind in Central and Eastern Europe, supporting vulnerable communities in Asia, Africa, the Middle East, and Eastern Europe. PIN empowers civil society, advocates for human rights, and promotes social inclusion both in the Czech Republic and abroad.

About the role

The Grant Development Advisor (GDA) provides expert support to PIN programmes in the Balkans (Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia) and in Eastern Partnership countries by contributing to evidence-based proposal development.

The main areas of expertise include CERV, Erasmus+, LIFE, Horizon, and CREA EU programmes. Under this service contract, the GDA leads proposal writing, participates in strategic discussions, and provides advisory input and guidance during the programme development phase.

The GDA works in close collaboration with Heads of Programmes (HoPs), Grant Development Coordinators, and M&E teams in country programmes, ensuring high-quality and competitive project proposals.

Main Duties & Responsibilities:

Grants Development, Knowledge Sharing, and Utilization of Organizational Learning:

  • Assists CPs in identifying grant opportunities (specifically under EU programs: CERV, Horizon, Erasmus +, CREA and LIFE), participates in communication with donors, and contributes to the diversification of funding from institutional donors.
  • Support preparation and update of CP fundraising strategy
  • Support country programs with positioning towards donors and meetings with donors representatives
  • Supports country teams in deciding which opportunities to pursue, based on their strategies, capacities, and the potential for added value for PIN in the country/region.
  • Supports CP teams with the preparation of assessments and stakeholder mapping.
  • Leads or supports the proposal-writing process and assists country program teams with the full and timely submission of complete proposals and annexes.
  • Builds the capacity of grants development team and other project staff in proposal development and provides feedback and on-the-job coaching in proposal writing and development.
  • Maintains a database of project proposals under development and those submitted; prepares statistics on regional success rates, etc.
  • Promotes experience-sharing within the region.
  • Promotes the utilization of internal knowledge, learning, and evaluation findings in new proposals.
  • Preparation and promotion of new tools focused on improvement of proposal design and programme development process (guide on GNG etc.)
  • And fulfils any other tasks as required.

Qualifications and Experience:

•     At least 3 years of experience in grants development.

  • At least 3 years of experience in humanitarian and development sector.
  • Relevant academic background in humanitarian aid, development studies, or related fields is an asset.
  • Excellent written and spoken English. 
  • Excellent knowledge of compliance regulations and requirements of institutional donors.
  • Proven experience in proposal writing and reporting for humanitarian and development donors.
  • Experience working with EU donors CERV, Erasmus +, LIFE, Horizon and CREA.
  • Strong knowledge of project cycle management, logical frameworks, and results-based management approaches.
  • Experience working under a service contract as an expert or advisor in a similar role with another international organization is considered an asset.
  • Excellent coordination and communication skills; ability to collaborate effectively with different PIN departments.
  • Ability to communicate clearly and sensitively with diverse groups of people, while respecting their cultural backgrounds.
  • Strong organizational and time-management skills with the ability to handle multiple priorities.
  • Analytical and problem-solving abilities to anticipate challenges and propose solutions.
  • Detail-oriented with a focus on accuracy and quality in grant documentation and

reporting.

  • Flexibility and adaptability to changing priorities and requirements in a fast-paced

environment.

  • Excellent written and verbal communication in English.
  • High attention to detail, accuracy, and quality in grant documentation and reporting.
  • Flexibility and adaptability to changing requirements in a fast-paced environment.
