Zusammenarbeit (GIZ) GmbH is a worldwide provider for sustainable development which assists the German Government in achieving its objectives in the field of international cooperation.
GIZ is implementing a project on “Sustainable
Economic Development and Employment Promotion” in Bosnia and Herzegovina focusing on green and digital transformation of Small and Medium Enterprises (SMEs) funded by BMZ. Starting in Spring 2025 – provided commissioning and successful awarding from the European Union and the German Federal Ministry for Economic Development Cooperation – a co-funded component of EU4 Digital Transformation will be added to the project, targeting institutional preconditions for digital transformation by creating an environment that supports efficient policies and tools for e-government and e-services.
Support by GIZ is provided along the following main intervention areas:
- Supporting BiH’s efforts to improve public institutions’ operability and functionality, and enhance the quality, accessibility, and sustainability of e services for citizens and businesses through grants and technical assistance;
- Facilitating access to resources for digital transformation projects through the Digital Europe Programme (DEP) across various stakeholders and levels.
For the abovementioned project, GIZ is looking
for a Technical Advisor with a focus on Digital Transformation within Governmental Institutions.
Your tasks:
Overall responsibility for issues related to the digital transformation and activities aimed at supporting governmental institutions within the
project, including
- implementing and coordinating daily operational aspects of all issues related to the project’s digital transformation within governmental institutions pillar with particular focus on both operability and functionality of partner governmental institutions, and the quality, accessibility, and sustainability of e-services they provide;
- processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards;
- maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ;
- coordinates provision of technical and financial support to partners;
- general support for project activities regarding the public sector;
- develops and upholds cooperation and communication with relevant stakeholders and ensures knowledge management.
Your qualifications/competences:
- University degree (equivalent to BA or MBA) in Information Technology, Engineering, Business Administration, Public Administration, or a related field
- Professional experience in a comparable position
- Min. 5 years of professional experience in IT projects, with a focus on digital transformation (e-governance)
- Proven experience in advising on digital (and green) transformation processes
- Experience consulting/ advising for or working within public administration
- Proven leadership experience in managing consulting engagements or digital transformation projects
- Experience with EU-funded projects
- Good working knowledge of ITC technologies and computer applications
- Strong managerial and organisational competence
- Willingness to travel (in BiH and abroad)
- Willingness to upskill as required by tasks to be performed
- Positive attitude and ability to motivate others
- Fluent in English; fluency in German considered an asset
