Background:

The Occupational Safety and Health (OSH) Office is part of the Fund Administration Unit that supports programmatic departments of the Mission in the implementation of the mandated activities. The OSH Office comprises one professional post and one ExB-funded GS post and is embedded in the CFA’s executive management unit.

The purpose of the role is to provide high-level medical care and support to ensure sound physical and mental health of all staff in the Missions to BiH, Serbia and Montenegro and determine needs for medical evacuations. The objectives of the role entail planning, organisation and implementation of activities, ensuring efficient operation of the Mission’s OSH Office, active participation in negotiations with suitable health care providers, liaison with the OSCE Chief Medical Officer, Senior Psychologist  and the organisation`s health insurance provider on all OSH related matters, as needed, making referrals to qualified local or foreign medical providers for complex, prolonged or specialised care and providing relevant health-related information, services and recommendations to all Mission members; Covering medical administrative issues for other regional medical advisors in their absence.

Tasks and Responsibilities:

Under the direct supervision of the Chief of Fund Administration (CFA), the successful candidate will be tasked with the following duties:

1. Providing medical consultancy services, in accordance with internationally accepted standards, and ensuring high quality on-site clinical care of mission members by offering consultation and case discussion based on analysis of relevant and available patient history/records, offering advice and method of treatment or diagnostic tests to be performed, prescription of medicines, treatment follow-up and, depending on the type of illness, making referrals to outside specialists, local or international hospitals or clinics;

2. Actively contributing to the development and future updating of the framework for medical standards and re-integration; Assessing staff fitness to work, arranging ‘Pre-Appointment/Assignment Medical Clearance, ‘Medical Clearance after Initial Appointment/Assignment’ and additional medical examinations, when indicated, with appropriate health institutions; Providing guidance/policy directions on a variety of medical issues and cases; Establishing a local/regional support network with representatives of relevant government authorities and medical establishments to ensure provision of medical assistance by local entities; Monitoring and evaluating adequacy and standards of medical services provided by the local/regional health institutions and private practice in the area of operation;

3. Advising Fund Manager/CFA/Chief of Human Resources on medical standards for staff appointments, sick leave (reviews and validates long-term sick leave), medical evacuations/repatriations per OSCE guidelines, service-incurred accidents or illnesses, possible cases of termination for health reasons or disability and similar issues; Closely cooperating with OSCE Senior Psychologist to support various mental health activities in the region;

4. Managing Mission-wide immunisation programme on an annual or as required basis. Providing emergency response and assessing needs for medical evacuations when required and when adequate medical support is not available locally. Monitoring and assessing public health situation in the region;

5. Providing medical leadership and emergency medical care during crises by rapidly assessing complex situation(s), often with limited and fragmented information, and providing effective communication to colleagues, patients and healthcare organisations;

6. Certifying sick leave requests for treating patients and liaising with other medical practitioners (locally and out of country), clinics, laboratories, hospitals and like facilities, as and if required, for verification of sick leave duration and/or other details for OSCE Missions in BiH, and partially for Montenegro and Serbia.

Necessary Qualifications:

  • First-level university degree in medicine from an accredited medical school with a degree of the doctor of medicine (MD). Specialization in family medicine, occupational medicine, internal medicine or similar would be an asset;
  • Active medical license to practice health care;
  • Minimum seven years of progressive clinical experience in the medical field as a general practitioner with knowledge of emergency medicine, public health and occupational medicine;
  • Experience in management and supervisory position within the medical field;
  • Experience using relevant medical databases;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and spoken communication skills in English and in the local language; 
  • Holding a valid driving license and willingness to drive official vehicles.

Remuneration Package:

Monthly remuneration subject to social security deductions, is 4,239.42 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

This position is open to citizens and permanent residents of Bosnia and Herzegovina only.
