Terms of Reference
Position Title: Digital Media Officer
Position reference number: LC2020/03
Direct Supervisor: EUSR Head of Communications
Duty Station: Sarajevo
Salary grade: LSG Grade II
The Digital Media Officer reports to the EUSR Head of Communications, and will contribute to the EUSR’s overall external communication capacities as a member of the EUSR
The Officer will possess prior professional experience in social media communications and liaising with external contractors on the social/digital media products and placement. The Officer will be required to organise virtual discussions/interactive events. The incumbent will have a thorough understanding of the BiH media landscape and outlets, including online media.
He/she will have a good understanding of the European Union and its policy towards BiH.
Note: The EUSR role and office organization will evolve in accordance with decisions of the EU and the EUSR in relation to the mandate tasks to be performed. This Terms of Reference reflects the current mandate and organisational needs allotted to the EUSR. This situation may change/evolve in the course of the EUSR’s presence in Bosnia and Herzegovina and therefore the appointed candidate should be willing to accept additional related duties and responsibilities as reasonably requested by the Head of Communications.
Typical Duties and Responsibilities
Manage day-to-day all EUD/EUSR social media accounts in both BHS and ENG
(Twitter, Facebook, lnstagram, You Tube, …), including posting and
Monitor and evaluate social media metrics, proposing necessary adjustments to
ensure audience expansion, increase in engagement and influence;
Keep up-to-date on communications and digital industry standards and trends to
support all virtual COMMs activities (LIVE streamed events, webinars, conference,
secure multiple-location meetings, etc.) and have in-depth understanding of the
Gen-Z digital preferences/ habits
Coordinate internally to ensure promotion of the wide range of EU-funded projects, initiatives and activities in BiH on social media platforms;
Write, edit and translate written materials and social medial web content with a focus on storytelling in the reader appealing style and in creative formats (from infographics to video scripts, interviews, etc.)
Manage relevant COMMs projects and contracts, including drafting terms of
references, project plans and timelines, as well as risk and budget management, and
Together with the team, develop and implement the editorial calendar containing
plans and maps inspiring stories and strategic messages towards internal and

University degree in relevant subject
Minimum 4 (four) years of relevant professional experience

Proven skills in and knowledge of the Bosnia and Herzegovina media environment

Fluent in the official languages of Bosnia and Herzegovina;
ICT skills commensurate with the scope of the post (eg Microsoft Office software);
Very good interpersonal skills to interact within a multicultural environment and with a wide range of external collaborators.

The Candidate will need to be certified medically fit for employment by a competent authority/person in BiH.
