Position Summary

In close coordination with and under the supervision of the Project Director and with technical oversight from the MEAL Coordinator for the Balkans, the MEAL Officer is responsible for ensuring adaptive management and learning is incorporated effectively into PiN’s Mostar Project, including providing technical support in monitoring and evaluation. In addition, the MEAL Officer should work to promote consistency in monitoring and evaluation processes across PIN projects in Bosnia and Herzegovina (BiH).

Areas of support:

  • Supports the consortium team in Mostar to ensure the project learns and adapts to generate the most impact via participatory feedback mechanisms and locally-led cross-community advisory mechanisms.
  • Supports the consortium team in Mostar in order to use technically appropriate monitoring, evaluation and accountability processes and practices, that are aligned with PIN MEAL standards and policies.
  • Support Country Program teams in enhancing the MEAL systems, knowledge transfer and learning process in MEAL to increase quality of PIN BiH work, act as the country Community Feedback Response Mechanism focal point

Reporting Relations & Interdependencies with Other Functions

The MEAL Officer reports to the Project Director with technical oversight from the MEAL Coordinator for the Balkans and works in close coordination with the Mostar Project team, as well as Project Managers on promoting consistency in monitoring and evaluation processes.

Duties & Responsibilities

1.1              Planning and Development of M&E Processes

  • Provides guidance and support to project staff in Mostar related to the planning and development of MEAL processes (Results Framework, Indicator Tracking Table).
  • Ensures consistency in monitoring and evaluation processes.
  • Provides technical support and guidance on developing indicators and measuring results, and development of MEAL tools.

1.2              Technical Assistance

  • Supports capacity development of project staff in planning and implementing MEAL activities in projects – Indicators, Results Framework, and designing data collection tools.
  • Provides technical and advisory support to project staff in application and implementation of MEAL practices:
  • Project / Programme level MEAL implementation (support in planning and implementation of baseline/endline, internal and external evaluations).
  • Support in data analysis
  • In collaboration with project partners, organizes citizen feedback mechanisms and community monitoring processes
  • Supports consortium teams to implement evaluation findings in the project
  • Conducts monitoring visits to project activities and producing field visits report
  • Follow up on Indicator Tracking Table
  • Conduct field data collection (interviews, focus groups) when needed, and entering data in KoBo toolbox
  • Conduct desk research activities
  • Performing data processing through Excel and/or SPSS

1.3              Community Feedback and Response Mechanism

  • Supports implementation of Community Feedback and Response Mechanism at the CP and project/programme level
  • Operate the hotline, archive, and refer complaints, and provide regular reports to CFRM focal point
  • Ensure the effective communication of CFRM mechanism at community level.

And fulfils any other tasks as required by the Project Director.

Qualification and Experience

  • Relevant university degree (statistics, social science, demographics or international development preferred)
  • Minimum of 3 years of monitoring evaluation, accountability and learning experience preferably with INGOs
  • Proven experience in designing, implementing, and operating M&E systems from project initiation to close out
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
  • Expertise in databases, MS Office and other analysis software such as SPSS
  • Good facilitation, communication and inter-personal skills
  • Strong attention to detail, organizational. and time management skills
  • Proficient in report writing and documentation
  • Fluency in English
