Democracy International (DI) is seeking to hire an Election Technology/IT Assistant for its USAID Support to Electoral Integrity (SEI) Activity in BiH. The Activity seeks to improve the administration of elections, strengthen the capacity of the Central Election Commission (CEC), municipal election commissions (MECs), and polling station committees (PSCs) to oversee and conduct elections and strengthen civil oversight of elections. The four-year activity is in its second year following successful support to the CEC in piloting the new technologies, in particular optical scanners, during the October 2024 local elections.  For more information, visit this link.

The Election Technology/IT Assistant will be responsible for delivering training and technical support with introduction and expansion of new technologies which the CEC obtained and piloted during the 2024 local elections for use in future elections, including the 2026 general elections. This role will encompass a range of responsibilities, from providing hands-on technical support to scanner installation and troubleshooting, to managing project logistics, coordinating and delivering training sessions to election official and BiH public, and handling related administrative tasks. The Assistant will play a critical role in ensuring the success of the Activity by overseeing the preparation and operation of the scanners, supporting election staff, and maintaining regular communication with key stakeholders to ensure all project milestones are met efficiently. The Assistant will be embedded with the CEC partially or fully depending on the electoral cycles demands. This will be a full-time position based in Sarajevo, Bosnia and Herzegovina. This position is open to BiH Nationals only.

Essential Job Duties:Election Technology/IT Support:Provide technical support for the installation, operation and troubleshooting of SAES-1800plus scanners.Ensure that scanners are properly set up, configured, and fully operational across all required locations coordinating closely with municipalities that were trained to use the scanners, expanding this knowledge/capacity to other municipalities and stakeholders.Offer real-time support during election day operations to quickly resolve any technical issues related to the scanners.Assist in maintaining an inventory of SAES-1800plus scanners and other project-related technical equipment.Assist local staff and election officials in understanding and using the scanners.Provide daily IT-related support to the Central Election Commission and Municipal Election Commissions as regards the use of new technologies.
Training on New Technologies/Scanners:

Coordinate and assist in the planning and execution of training sessions on the use of SAES-1800plus scanners for local election staff and administrators.Collaborate with the project team to prepare and distribute training materials, presentations, and technical documentation.Support the development of project timelines and assist with tracking deliverables to ensure key milestones are met.Assist with logistical planning, including scheduling meetings, managing travel arrangements for team members, and ensuring all necessary resources are available at training locations.Support the CEC with ICT needs related to ballot scanners at the CEC and MECs; coordinate their use and handover to and from MECs for various training sessions.Maintain regular communication with project stakeholders, including local election commissions, partners, and vendors.Monitor project progress and provide updates to the CoP, helping to address any issues that may arise.

Required Qualifications:
High school or bachelor's degree in information technologyAt least two (2) years of experience in IT support or project assistance, preferably in the context of field operations or election projects.
Hands-on experience with SAES-1800plus scanners is mandatory.Certification for operating SAES-1800plus scanners is highly preferred
.Experience organizing and delivering training, especially related to technology, is a plus.Strong organizational skills, with the ability to manage multiple tasks and deadlines.Excellent communication skills and the ability to collaborate with diverse teams.Experience in working with local election bodies or in politically sensitive environments is an advantage.
Reporting: This position reports to the Chief of Party.
