Context

The International Organization for Migration (IOM) – the UN Migration Agency – is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM, together with the international community, assists the population of BiH in rebuilding their lives and working for a better future. Today, with a focus on building the capacity of the BiH government to manage migration, IOM is working with a wide range of governmental and non-governmental partners in a wide range of migration-related areas, including, amongst others, the protection of vulnerable migrants; border management; assisted voluntary return; diaspora; technical assistance on migration management; disaster risk reduction and recovery.

Core Functions/Responsibilities

Under the direct supervision of the Humanitarian Officer, the candidate will be responsible for the following tasks.

  1. Coordinate the implementation of a range of activities to support migrants and/or host communities (including cash-based interventions (CBIs), vocational trainings, solutions for migrants, etc.); monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field. 
  2. Oversee and coordinate the work of the Mobile Teams deployed in BiH in close coordination with relevant actors.
  3. In close coordination with the Humanitarian Officer analyse CCCM capacity building needs and plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
  4. Identify gaps in internal and external CCCM coordination functions and propose remedies.
  5. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
  6. Act as a resource for CCCM Coordinators to help ensure existing policy guidance and technical standards and relevant government, human rights, and legal obligations are followed / implemented.
  7. Ensure appropriate coordination with all humanitarian partners as well as local authorities.
  8. Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  9. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  10. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
  11. Supervise and provide guidance and training to reporting staff.
  12. Perform other related duties as assigned.

All duties and responsibilities will be carried out in strict adherence to IOM policies and guidelines, including those related to confidentiality and data protection.

Required Qualifications and Experience

Education:

  • School diploma with seven years of relevant experience; or
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Proficient in computer applications.
  • Good written and spoken communications skills.
  • Good interpersonal skills, high loyalty, ability to work in a multi-cultural environment and good working in team.

Language(s): Fluent English and one of the three languages of Bosnia and Herzegovina (Bosnian/Croatian/Serbian).

In all cases, a prerequisite of taking up position as a staff member in the GS category is right of residence and right to work in the country of the duty station at the time of application.
